Army and fought as an infantryman during the Korean War. Discharged the following year, he returned to the docks and was promoted to foreman. He got involved in Local 1332 of the International Longshoremen’s Association, gradually working his way up through the union’s ranks from trustee to vice president and business agent. In 1973, he was elected local president, a position he held for the next 18 years. Blackwell’s union activity led him into politics, and in 1973 he decided to run for office.
